Stanley J. Fineman - Shareholder
Stanley J. Fineman, is a real estate valuation authority with extensive experience in eminent domain, tax assessment and property damage cases. He has been lead counsel in some of the largest, most complex condemnation cases litigated in the Metropolitan area, including the acquisition by Metro of the D.C. Transit bus system and the acquisition of the Willard Hotel, a case which established important precedent in the field of inverse condemnation. Mr. Fineman obtained favorable judgment from the United States Court of Appeals in the highly contested division of a condemnation award between landlord and tenant, and he negotiated settlement of litigation against the federal government in a leasehold condemnation, where the private owner received one of the largest awards in the area.
Mr. Fineman's successes for his clients in real estate tax assessment matters are due in large part to his development of numerous innovative approaches to these appeals cases. For example, he has pioneered the use of new computerized techniques for identification, evaluation and comparison of empirical valuation data, and he has created his own software programs to facilitate his work in this area.
He has written extensively and through the 80's was the legal columnist for the Appraisal Journal, an international publication serving the real estate appraisal industry. He helped draft the Standardized Jury Instructions for the District of Columbia on behalf of the D.C. Bar Association. Mr. Fineman received numerous awards for litigation while serving for 9 years in the U.S. Department of Justice.
He received his B.A., cum laude, from the University of Michigan in 1960 and his LL.B. from Columbia University in 1963.
